Cigni neri e rinoceronti grigi Black swans and gray rhinos

Il cigno nero è l'evento che nessuno poteva prevedere. Proprio per questo è la domanda sbagliata: non si stima, non si pianifica, si subisce. Quello che di solito ti travolge è un rinoceronte grigio: grosso, visibile, in carica da anni. Qui misuriamo la differenza con i numeri migliori che esistono e fissiamo la scala a quattro livelli su cui, da questo mese, si organizza Not A Bunker. What usually flattens you is a gray rhino: big, visible, charging for years. Here we measure the difference with the best numbers available and set out the four-level scale that, from this month on, organises Not A Bunker.

01 — Due animali, due problemi01 — Two animals, two problems

Nel 2007 Nassim Nicholas Taleb ha dato un nome a una categoria di eventi con tre caratteristiche: stanno fuori da tutto ciò che l'esperienza passata lasciava prevedere, hanno un impatto enorme e, dopo, tutti trovano una spiegazione che li fa sembrare ovvi. Lo ha ricordato lo stesso Taleb, piuttosto irritato, alla fine di marzo del 2020, mentre giornali e consulenti chiamavano la pandemia il cigno nero per eccellenza. Intervistato da Bloomberg, l'ha definita il contrario: un cigno bianco, cioè un evento prevedibile, previsto e trascurato.

Nel gennaio 2013, al World Economic Forum di Davos, l'analista Michele Wucker ha proposto l'animale complementare: il rinoceronte grigio. Una minaccia molto probabile, di grande impatto, e ignorata. Il rinoceronte non ti sorprende: lo vedi in fondo alla pianura, senti il terreno che trema, e continui a discutere se sia davvero il caso di spostarsi. Wucker ne ha fatto un libro nel 2016.

La differenza non è accademica. Contro un cigno nero puoi solo costruire robustezza generica: riserve, ridondanza, margini. Contro un rinoceronte puoi fare i conti: quanto è probabile, quanto ti costa se arriva, quanto costa prepararsi. Il primo è un problema filosofico. Il secondo è aritmetica, e l'aritmetica si fa.

In 2007 Nassim Nicholas Taleb named a category of events with three traits: they sit outside anything past experience suggested, their impact is enormous, and afterwards everyone finds an explanation that makes them look obvious. That is the black swan. It is worth keeping the logical consequence of the definition in mind: if an event can be estimated in advance, it is not a black swan.

Taleb himself made the point, visibly irritated, at the end of March 2020, while newspapers and consultants were calling the pandemic the ultimate black swan. Interviewed by Bloomberg, he called it the opposite: a white swan, meaning an event that was predictable, predicted and neglected.

In January 2013, at the World Economic Forum in Davos, analyst Michele Wucker proposed the complementary animal: the gray rhino. A highly probable, high-impact threat that gets ignored. The rhino does not surprise you: you see it at the far end of the plain, you feel the ground shake, and you keep debating whether it is really worth stepping aside. Wucker turned it into a book in 2016.

The difference is not academic. Against a black swan you can only build generic robustness: reserves, redundancy, margins. Against a rhino you can do the maths: how likely it is, what it costs you if it hits, what it costs to prepare. The first is a philosophical problem. The second is arithmetic, and arithmetic can be done.

Se qualcuno ha provato seriamente a mettere numeri sulle catastrofi globali, è il Forecasting Research Institute. Tra giugno e ottobre 2022 ha organizzato l'Existential-Risk Persuasion Tournament (XPT): 169 partecipanti, di cui 89 superforecaster, persone selezionate per aver battuto con costanza la media nei tornei di previsione, e 80 esperti dei singoli settori. Per mesi hanno stimato, discusso e rivisto, con incentivi economici a convincere gli altri.

Le domande riguardavano due soglie entro il 2100. Una catastrofe, definita come la morte di almeno il 10% dell'umanità nell'arco di cinque anni. E l'estinzione, cioè una popolazione mondiale ridotta sotto le 5.000 persone. Queste sono le mediane.

If anyone has seriously tried to put numbers on global catastrophes, it is the Forecasting Research Institute. Between June and October 2022 it ran the Existential-Risk Persuasion Tournament (XPT): 169 participants, 89 of them superforecasters, people selected for consistently beating the average in forecasting tournaments, and 80 domain experts. For months they estimated, argued and revised, with financial incentives to persuade each other.

The questions covered two thresholds by 2100. A catastrophe, defined as the death of at least 10% of humanity within five years. And extinction, meaning a world population reduced below 5,000 people. These are the medians.

Tre cose saltano all'occhio.

I due gruppi non sono d'accordo, e non di poco. Sulla catastrofe totale gli esperti stanno a più del doppio dei superforecaster. Sulla catastrofe da intelligenza artificiale il rapporto è quasi sei a uno. Sull'estinzione da patogeno ingegnerizzato la distanza è di cento volte.

La discussione non ha avvicinato nessuno. Lo scrivono gli stessi organizzatori: anche tra i partecipanti più attivi, pochissimi hanno cambiato idea. Mesi di confronto strutturato tra persone brillanti, pagate per convincersi a vicenda, e le stime sono rimaste dov'erano.

Non esiste una serie storica. Nell'era moderna nessuno ha mai visto morire un decimo dell'umanità in cinque anni, quindi ogni numero della tabella è un'opinione ragionata e non una frequenza. Ecco che aspetto ha, in pratica, il «non stimabile»: le persone più brave del mondo a stimare, al lavoro per mesi, producono numeri che differiscono di un fattore cento.

Non significa che il livello più alto sia zero. Una catastrofe nucleare tra il 4 e l'8% entro fine secolo è un numero serio. Significa che quel livello si governa con la politica, la deterrenza e la ricerca, non con lo sgabuzzino. Una famiglia può farci pochissimo, e un sito di preparazione che ti dice il contrario ti sta vendendo qualcosa.

Three things stand out.

The two groups disagree, and not by a little. On total catastrophe the experts are at more than double the superforecasters. On AI catastrophe the ratio is almost six to one. On extinction from an engineered pathogen the gap is a hundredfold.

The discussion brought nobody closer. The organisers say so themselves: even among the most active participants, very few changed their minds. Months of structured debate between brilliant people, paid to persuade each other, and the estimates stayed where they were.

There is no historical series. In the modern era nobody has ever seen a tenth of humanity die within five years, so every number in the table is a reasoned opinion, not a frequency. This is what “cannot be estimated” looks like in practice: the world's best estimators, working for months, produce numbers that differ by a factor of a hundred.

That does not mean the top level is zero. A nuclear catastrophe at 4 to 8% by the end of the century is a serious number. It means that level is handled through politics, deterrence and research, not through the storage cupboard. A household can do very little about it, and a preparedness site that tells you otherwise is selling you something.

Nell'agosto 2021 la rivista PNAS pubblica uno studio di Marco Marani e colleghi su quattro secoli di epidemie. È un lavoro serio: ricostruisce gli eventi dal 1600 a oggi e mostra che l'intensità delle epidemie ha una «coda pesante», cioè che quelle enormi sono meno rare di quanto suggerisca l'intuito.

Il comunicato stampa dell'università traduce lo studio in numeri da titolo. Chi è nato nel 2000 avrebbe avuto circa il 38% di probabilità di vivere una pandemia come il Covid. Una pandemia della scala della Spagnola diventava statisticamente probabile entro 400 anni. Il comunicato aggiunge perfino una stima su un'epidemia capace di estinguere l'umanità, entro 12.000 anni, che nello studio non compare. Quei numeri fanno il giro del mondo.

Nel marzo 2023 PNAS pubblica una correzione. Il codice usato nell'analisi contava le epidemie di un anno sommando gli eventi di due anni consecutivi, quindi la frequenza risultava gonfiata. Rifatti i conti, i numeri cambiano così.

In August 2021 the journal PNAS published a study by Marco Marani and colleagues covering four centuries of epidemics. It is serious work: it reconstructs events from 1600 to the present and shows that epidemic intensity has a “heavy tail”, meaning that the huge ones are less rare than intuition suggests.

The university press release turned the study into headline numbers. Someone born in 2000 would have had about a 38% chance of living through a pandemic like Covid. A pandemic on the scale of the Spanish flu became statistically likely within 400 years. The release even added an estimate for an epidemic able to wipe out humanity, within 12,000 years, which does not appear in the study. Those numbers went around the world.

In March 2023 PNAS published a correction. The code used in the analysis counted a year's epidemics by summing the events of two consecutive years, so the frequency came out inflated. With the maths redone, the numbers change like this.

Quando abbiamo controllato per questo articolo, nell'ottobre 2026, il comunicato dell'università era ancora online con i numeri vecchi e senza una nota. La correzione è una nota breve che quasi nessuno ha letto.

Le lezioni sono due. La prima: ogni numero ha un pedigree. Chi l'ha calcolato, su quali dati, se è stato corretto, e se la versione arrivata a te è quella giusta. Un numero senza pedigree non va usato, nemmeno quando conferma quello che pensi. Soprattutto quando conferma quello che pensi.

La seconda è meno ovvia: il 17% è ancora un numero grande. La correzione non ha fatto sparire il rinoceronte, lo ha rimpicciolito. Chi nel 2021 gridava al 38% e chi nel 2023 ha letto «era sbagliato» e ha archiviato il tema hanno fatto lo stesso errore: hanno trattato il numero come uno slogan e non come una misura.

When we checked for this article, in October 2026, the university's press release was still online with the old numbers and no note. The correction is a short notice that almost nobody has read.

There are two lessons. First: every number has a pedigree. Who calculated it, from what data, whether it has been corrected, and whether the version that reached you is the right one. A number without a pedigree should not be used, not even when it confirms what you think. Especially when it confirms what you think.

The second is less obvious: 17% is still a big number. The correction did not make the rhino disappear, it made it smaller. People who shouted 38% in 2021 and people who read “it was wrong” in 2023 and dropped the subject made the same mistake: they treated the number as a slogan rather than a measurement.

04 — I rinoceronti di casa nostra04 — The rhinos on our doorstep

Spostiamo lo sguardo dalla fine del secolo al prossimo inverno. Qui i numeri smettono di essere opinioni e diventano frequenze.

Secondo il rapporto ISPRA 2024 sul dissesto idrogeologico, in Italia 6,8 milioni di persone vivono in aree a pericolosità idraulica media, quelle dove un'alluvione è attesa con tempi di ritorno tra cento e duecento anni. Il 94,5% dei comuni, 7.463, ha almeno una porzione di territorio esposta a frane, alluvioni, valanghe o erosione costiera.

Nel maggio 2023 in Emilia-Romagna sono esondati 23 fiumi e corsi d'acqua, più di 36.000 persone hanno dovuto lasciare casa, cento comuni sono stati coinvolti e i danni sono stati stimati intorno agli 8,8 miliardi di euro.

Il 28 aprile 2025, alle 12:33, la rete elettrica di Spagna e Portogallo è collassata in pochi secondi. Il Portogallo è tornato alla normalità poco dopo mezzanotte; la Spagna ha completato il ripristino della rete ad alta tensione verso le quattro del mattino seguente. Più di quindici ore senza corrente per decine di milioni di persone, in un paese europeo moderno, con una rete considerata solida.

Un mese prima, il 26 marzo 2025, la Commissione europea aveva presentato la strategia per un'Unione della preparazione, con un obiettivo semplice: ogni cittadino dovrebbe poter contare su almeno 72 ore di autosufficienza.

Questi sono rinoceronti grigi da manuale: noti, frequenti, misurabili, con un costo di preparazione ridicolo rispetto al danno. Acqua per tre giorni, una radio a pile, i documenti in una busta stagna, sapere dove andare. Il genere di cose che nessuno fa finché non ha l'acqua in cantina.

According to ISPRA's 2024 report on hydrogeological risk, 6.8 million people in Italy live in areas of medium flood hazard, where a flood is expected with return periods of one to two hundred years. 94.5% of municipalities, 7,463 of them, have at least part of their territory exposed to landslides, floods, avalanches or coastal erosion.

In May 2023 in Emilia-Romagna, 23 rivers and watercourses burst their banks, more than 36,000 people had to leave their homes, a hundred municipalities were affected and damage was estimated at around €8.8 billion.

On 28 April 2025, at 12:33, the power grid of Spain and Portugal collapsed within seconds. Portugal was back to normal shortly after midnight; Spain completed restoration of its high-voltage network at around four the next morning. More than fifteen hours without power for tens of millions of people, in a modern European country, with a grid considered robust.

A month earlier, on 26 March 2025, the European Commission had presented its Preparedness Union Strategy with a simple goal: every citizen should be able to rely on at least 72 hours of self-sufficiency.

These are textbook gray rhinos: known, frequent, measurable, with a preparation cost that is trivial compared with the damage. Water for three days, a battery radio, documents in a waterproof pouch, knowing where to go. The kind of thing nobody does until there is water in the basement.

October is also when many Italian town squares host Io non rischio (“I don't take risks”), the civil protection campaign on good practice. Since 2026 there is no single national day and local areas set their own dates. If you live in Italy, check your town's date on the campaign site and go and ask the volunteers a question. That is what they are there for.
